The US Navy blamed the pueblo's captain for everything, even though he was well within international waters when attacked by N.Korean patrol boats. The navy did that because they wanted to avoid the responsibility for not having protected one of their own ships doing a dangerous mission ...on their orders. Rather than admit mistakes were made at the command levels, the navy blamed the Pueblo's capture on the captain - including some codes falling into communists hands. (Walker compromised the codes after the pueblo timeline.)

Regardless, nothing was the fault of the pueblo's skipper, yet he got saddled with all the blame for his men being taken prisoner and tortured. Thats just the way the navy treats it's own sometimes. Very unfairly.
