Russisch beton kolos uit 1980 voor administrative doeleinden wat nooit is afgebouwd op de plaats waar vroeger een kasteel heeft gestaan tegenover het Kneiphof (Kathedraal) Er bestaan plannen om het te slopen en het kasteel te herbouwen.
