I have seen beavers in the darndest places. But the muskrat is more common. Hard to say about this picture, need something for scale. I compared a lot of pictures and the critters are so much alike- except for size- that I can't say which it is. A thing I tried was to compare head shape. If you draw a line from the top base of the ear to the top of the nose, the muskrat's eyes appear to be slightly higher on this line than the beaver's. In this pic, absent any other info, I think it might be a muskrat. Unless the picture-taker saw more detail. The muskrat's tail is flattened vertically, the beaver's horizontally.
