It should be pretty obvious that "Base Militar de Pine Gap" is Spanish.
You can really dispense with thekooky tin-foil hat stuff. This is officially a "naval communicaitons facility" (and therefore a military base) - one three I know of - the others being in Sugar Grove, West Virginia, USA which I have traveled by and viewed from the mountain above it many times , and Menwith Hill, UK - but there are several more scattered around the world. However, like a lot of other NSA "secrets" everybody knows that the real fuction of these "naval communication bases" were for signals intelligence spying using the NSA "Echilon Program" which was a cold war program to intercept global telephone calls - using a sophisitcated (for its day) "key phrase" detection syatem for intecepting and storing a recording of any phone call in the world (the internet was not in wide use yet).
In thos days, the key words of concern to the NSA and its clients were things like "Up the Revolution!" "Viva Che'!" or "Down with the imperialists" not "Allahu Akhbar", but I digress.
At any rate, with the rise of the internet and transoceanc fiber optic cables replacing satellites for most voice and data communication tasks, the importance of these disgusting nests of spies declined- now they jsut contract AT and T and other internet backbone operators to intercept and store everyone's phone calls and internet communications - sending them to an enormous data center in Utah, USA. So most of them have been closed.
