These lights are called "sun dogs" or "phantom suns". This strange phenomenon occurs when ice crystals floating in the Earth's atmosphere act as prisms, passing rays of light through them. Sometimes they create an entire ring around the sun.
Hi, unfortunately the caption for this is incorrect. This is Torrens Lake viewed from the weir. Botanic Park is approx 2kms to the east, between Frome and Hackney Roads

such nice cool colors in the water and the sky, and the warm tones are framed by the bridge; the composition seems very nice to me
