Hello WolfDreamer, this is an inclined railway on the side of a very steep hill. the cars run up and down the hill to balance each other in weight, they work similar to a draw bridge, counter-balancing weight, they pass each other 1/2 way up the hill.

Gorgeous color use and interesting composition. I love that the road (rough though it is) leads me to the bright green bridge and into an unseen place beyond.
