The government has commissioned the artist and their work has been printed on great sheets of vinyl and then the vinyl has been used to line the tunnel.

I guess they can then remove the vinyl and replace it whenever they choose. I doubt that anyone would be game to apply graffiti tags with a spray-can in Singapore!
