This photo is misplaced. The placement is more-or-less what the photo shows, not the location of the camera. The camera was at ~39.190162, -120.272732. You can clearly see the top of the Gold Coast chair lift. I'm guessing the photographer was riding the Emigrant chair lift at the time, but I could be wrong.
These are the Richardson sand dunes between the Athabasca river and the Richardson river. The Athabascan Dunes are larger and S.E. closer to the Maybelle river.
This is the north end of Passage Island, so yes, it's the right island. But to get a view like this you'd have to be standing somewhere around Parthenon Beach or Eagle Island, or on a boat of course.
