Thank you for your comment. That horse has got the first price in a contest between the schools at Stuttgart. Many other funny horses are standing in the whole town and i guess, one of them close to the headquarter of the US Army.

the sculpture, you are asking for, is titled in english - "The Tower of the grey Horses" -. The sculptor Jürgen Groetz made this 36 feet high monument in 1993. It is the central-figure of a number of smaller monuments at the new built Hillerplatz in Bietigheim-Bissingen/Germany. More about this succesful artist you'll find at Wikipedia.
