According to JagerBB commented , it is unsuitable for foreigners if foreigners depart from Thailand to Laos by boat it is illigal because of Khongchiam Immigration relocated to Phibun mangsahan headquarters. Don't believe the persuasive phrases of the boatman. 2000 Baht fine.
