The tower is the Scott Monument - a monument to the author, Sir Walter Scott. The view from the top is indeed worth the climb.

It will house the University's School of Informatics (which includes Artificial Intelligence, Cognitive Science, Computer science, and Systems Biology) and the School of Philosophy, Psychology and Language Science (PPLS). This view from bristo Square shows the main entrance to Philosophy and Language Sciences, with Charles Street leading to George Square and the University Library.
