I believe this white and red building is a nice restaurant in the Long Beach area. It looks almost exactly like the Hotel del Coronado near San Diego, in regards to the color and lighthouse type pointed roof.
Why is this photo entitled 'cafeteria'? Looks like a goof to me. This looks like the area near Bolana Creek, south of Marina Del Rey, CA and about 0.5 miles from the Pacific Ocean to the west.
The large white dome in the photo (to the left) is an enclosure where Howard Hughes' Spruce Goose is housed. The Spruce Goose is the world's largest airplane, or at least it was at the time it was built and quite an amazing sight to see.
