Abdulm - clearly you don't know what local means; or perhaps you're looking for racism where it doesn't exist as I doubt Kiungampa intended to be insulting. The word describes anything (e.g. architecture, cuisine, dialect, scenery or people) from a particular area. Therefore a Brazilian would refer to a Muscovite in Moscow as a local. I suspect the woman in the photo is indigenous to the area and therefore a local. But of course I might be wrong. Perhaps she is a tourist from Idaho U.S.A.
Very nice photo but i think they're Frangipanis, genus Plumeria.
Further to my previous comment; the period of formation I think is pleistocene. Fossilised coral is much more susceptible to erosion than volcanic rock, hence the unusual formation.
