It is a PhotoShop picture. This was a proposed tidal wetland project that was submitted to the NJDEP in 2005 or 2006. I'm not working for the company anymore that proposed this but I don't think it was ever constructed. It's a shame the permitting authority didn't approve this plan because it would have been amazing.
