Looks very similar to the " Futuro House" by arch. Suuronen. a design made in the sixties. on my opinion is a product of genius for thermal efficiency. spherical or quasi-spherical shape has the best ratio between volume and exposed surface....

Sorry, it's not a bridge (although it looks similar). It's actually a tidal surge barrier. If a particularly high tide is predicted, the horizontal plate descends, twisting as it comes, to make a vertical barrier against water. It's so high to allow ships to pass; all bridges (including the dual carriageway) open.
