The phrase can only be written in Tibetan and sometimes Chinese, Tashi Delek itself is in fact a false-transcription. It just like transcript the Tibetan of Songzain Gambo to Songzan Ganbu (Chinese Pinyin) of Songtsen Gampo (THDL).

BTW, the photo is indeed great, it shows that not everywhere in Tibet is snowy region. Tibetans has come into contact with Monpas, Lhobas and Deng for centuries, and that should not be discontinued by Indian's occupation.
