Hi Gerhard,
What you see on the photo is the Jacaranda mimosifolia ( http://en.wikipedia.org/wiki/Jacaranda_mimosifolia ) which is the most common version here in Funchal. I have seen these trees always blooming in the spring ... and maybe it seems like it is producing flowers before the leaves.
