This is not a good picture - but it is interesting. If the text on the arch was readable it would be a very interesting picture. The way the beach merges into the sand dune and then reveals the arch with the overhead wires makes some kind of comment about the district which is revealing. However, on balance I would rate the picture 5/10 because it is naive in its framing.
