This is a test location for the Glass Panels you see on the sides of buildings. I have heard that the two engines in the photo are 2000 horsepower Wright Cyclone radials from F4U Corsairs fighters of WWII. These are used to create hurricane force winds for testing the survivability of the panels in storms.
