It is the base for an offshore platform I worked on for Worley Parsons Exxon/Mobile Hebron project in Houston, Texas. The topsides will be fabricated just to the other side of that point you see in the background. It will be installed on the base and floated out into the Atlantic to where it will set on the bottom.
