This is what the jetty looks like during nesting season - all that "whitewash" is bird poop, and lots of it is a good sign. It means the birds are finding plenty to eat. Stinks like crazy, but its unlikely the birds can smell it as they have no need for a good sense of smell, especially since they hunt by diving underwater and chasing down their dinner. Brant's cormorants start nesting just about the time the sea lions that winter over leave for the new breeding season, which is how both species manage to share the jetty.
