Yes, anti-theft locks are a routine necessity for bicycles in most USA cities today. Even then, if the bicycle is left overnight, one might return to find parts missing. This one is locked up right next to a bus stop - so I am guessing the rider changed plans in the evening snow storm, and took the bus home. I found it like this in the morning - perhaps the storm also helped protect the bike from overnight theft.
