i have been there twice @kayakdomain however you need to arrange it directly to the indigenous communities you can't just go there alone. you have to consider that there are warring communities in the area which i am not allowed to elaborate further. Ms. Gimnaidee blue is my former colleague yes you need to follow the Talakag route. there are a lot of PUJ in the area which go through Talakag but going to the falls vicinity you need to rent a motorcycle.
The area is considered sacred and needs ritual for you to have entry i know this may sound different but its the way of the indigenous communities.
