I have visited this village few times when I lived in Little Egg Harbor
You can clearly see that this building was used as a Jail as it is located away from all the other main buildings. Think about it, look at the windows and being such a large town back then ,I am sure they needed a jail and slave quarters.
It seems to me they are leaving that part of history out of the big piture
