The designer, Mary Frazer-Tyler named it after her husband, George Fredrick Watts, (a victorian painter and sculptor) I believe.

This is not (as far as I know) an old turnpike road, but the course of the former A3 (London - Porthsmouth), which was still in use untill 2011. The A3 now goes underneath the Devil's Punchbowl via the Hindhead tunnel.
