This is actually the MOE building. This picture was most probably was taken from the combi stop near the British Embassy, facing a north-north-westerly direction. Those traffic lights are the junction of Queens Rd and Khama Crescent. You can tell this from the landscaping in the divider/traffic island, and the way the shadows are falling.
