Panoramio as a rule does not get involved in Photo comments. Photo comments are in control of the individual owners of the photo where the comments had been made on. Photo owners are their own moderators and can delete the comments if they do not appreciate/accept them. Admins may get involved on the extreme but this will be evaluated on a one by one basis.
