This place and 'Priboy' is divided by the wall because 'Zhemchug' is controlled by 'Design Bureau' ('KB') of 'Motor-Sich'. As I know there is some autonomous branch in 'Motor-Sich', so KB is that branch, and have its own boarding house 'Zhemchug'. Imho, it's more calm place than 'Priboy' :-).
