Il me semble que c'est un symbole basque. Dans le Pays Basque français, mais aussi espagnol Je l'ai rencontré. Je ne sais pas ce qu'il représente. Wikipédia parle de Sugaar; partie mâle d'une divinité pre-chrétienne

There are three plaques on the facade of the town hall in Klatovy The first posed by the communist authorities of the time to the glory of the Red Army.It suggests that the Red Army liberated Klatovy. http://www.panoramio.com/photo/15987005 The second is asked later. It commemorates the liberation on 5 May 1945 Klatovy by General Patton and the Third U.S. Army. This was to be hidden during the Communist occupation. http://www.panoramio.com/photo/22406009 The third plaque commemorates the occupation of Czechoslovakia by the communist tanks from 1968 to 1991.That of the photo.
