RICE Lake in North Vancouver

Rice Lake, not "Race"

Aha! A little searching and I found it. It was the former floating McDonald's from Expo86. It was moored in False Creek for a long time afterwards, even though McDonald's stopped using it. (Google "McBarge" to find out more.)
