This is actually a picture of the "surge tank". It is part of the hydro-electric station. When the water in the pipeline is turned off, it backs up into the tank.
This is the site of the Non-directional beacon "PYA" located inside the perimeter of the Penn Yan airport. It transmits continuously on 260KHz. The antenna wire is not very visible, but runs up from the small shack to a 2-wire flat top strung between the 2 'phone poles. To the right you can see their visible beacon.
