He is a North Korean Army Captain, and as he is standing atop the front stairs of the North Korean administration pavilion on the north side of the border in the Joint Security Area of Panmunjom, he definitely not only has has every right to do that, but it is his job to check out the visitors on the South Korean side of the border.

I lived at my grandfather's yellow brick house across the street from this park for a year in 1946. At that time in addition to the cannon there was a mounted WWI machine gun. I and other boys played with both. Later as a Boy Scout I attended the annual Memorial Day ceremonies held in the park. I believe that the monment commemorates Civil War veterans.
I entertained there as a singer in both the cocktail lounge in the downstairs interior of the boat and also on the deck. This would have been circa 1960. What a pity it's gone!

I worked at the Oakland Beach Hotel for two summers, 1946 and 1947 as a bellhop and partime bartender. Great memories.
