Probably because it is only on rare occasions that the upper reservoir overflows. The amount of electricity that could be generated wouldn't justify the cost of the infrastructure needed to make use of it.

These are Whooper swans. Huge numbers arrive in November. Some continue further south after a brief stay here. Those that remain will still until spring and then return to their breeding grounds in Scandinavia and Russia. We also get Bewick's swans but only in small numbers.
